Overview of the Healthcare Policy Concern and Solution
Health care concerns need to be addressed immediately with policies to reduce the magnitude of negative effect of the issue on the population (Hayden, 2019). Due to climate change, wildfire and smoke due to burning of different objects have increased risks such as asthma, respiratory issues, lung issues, dry throat, nasal issues, inflammation, coughing and other issues (Garcia de Jesus, 2019). In California, wildfire-related issues such as Sun Valley Recycling Center incident highlighted the importance of creating and implementing a policy, which addresses the smoke-related health issues, and emergency treatment issues in an efficient way. To prevent and reduce the negative effects of the smoke-related issues and air pollution-related health care concerns, an integrated emergency and prevention public policy is selected. The solution includes educating community, providing masks and implementing emergency services (Younsi, 2015). With the help of presentation and report, the solution and policy proposal will be presented to the elected officials so that policy can be drafted and passed as legislation.

The U.S. Environmental Protection Agency has identified air pollution-related health care issue as a top priority health care issue in different parts of the country including California. Wildfire, burning of hazardous material and smoke breakout can spread very quickly. It not only destroys the livelihood but also affects the health of children and people within the community including wildlife (NHS, 2019). Therefore, environment health care policies should consider prevention strategies to limit the smoke-related health care issues, provide education to community and develop and implement emergency policies. As a result, the policy uses an integrated approach where all the issues are identified.

Identification of the Student Identified Solution
The health care policy addresses three major problems. Prevention mechanism includes supplying masks to children at school and supplying masks to people from health care community centres or services. The masks will be provided to the children by schools. Parents or guardians will pay for the masks and all the masks should have medical approval. Masks will be purchased from the third-party vendors or manufacturers who manufacture medically approved masks. These masks will be shipped to different schools and health care centres. When it comes to community, people can buy masks directly from health care centres. To reduce the mediator costs, masks will not be sold on other platforms. Also, it regulates quality and safety issues (Doh.wa.gov, 2019).
The second solution is educating communities through community meetings, social media awareness, guidelines and video explanation. Schools will provide education to children. It also includes the perfect way to use masks, staying away from smoke, precautions to take when there are wildfire and animated videos to highlight different problems associated with the smoke and air pollution (Su, Lin & Qian, 2018). This will be added in community health promotion and disease prevention action plan of health care facilities. Community health workers will help in educating the people.

The third solution is to alert communities during wildfire or smoke. Further, it includes immediate medical assistance to the patients through telemedicine, ambulance assistance and patient-centred care. A dedicated emergency hotline will be established to provide much-needed assistance to the people. Further, an emergency hotline will be provided to report a fire or burning of hazardous materials for emergency smoke and fire management (Su, Lin & Qian, 2018). Also, quick SMS alert will be implemented where people get a notification about the quality of air and possible smoke or wildfire. Emergency treatment such as oxygen supply units, CPR, carbon monoxide poisoning treatments, and other treatments will be provided effectively.
In all the three cases, policymakers can help in passing the law where masks are made mandatory in health care services and schools. Further, no third party sellers will be allowed to sell government-issued masks. Also, with the help of cost analysis, policymaker can select the best mask manufacturer to provide high-quality masks at reduced cost (Doh.wa.gov, 2019). Policymakers help in creating digital platforms, direct emergency hotlines, and training programs to educate children, nurses and the population. Further, policymakers can also influence environment control agencies to control the hazards and reduce pollution in the air. Policymakers can make it mandatory for hospitals to keep the resources to provide emergency treatment when needed.
Relevance to the Community or Population Group
As the policy includes not only treatment but also the prevention and education system, it increases the health literacy of the population. Children will be safe from unwanted hazards as they get an education. It also helps the community to understand the air quality and use masks whenever the quality is not good or there are minute smoke particles in the environment. Cost-effective treatment and resource supply along with telemedicine care and ambulance assistance reduce serious consequences. It also increases better health management (CDC, 2019).
Identification of Communication Techniques
To effectively communicate with the selected official, three major communication techniques will be followed. The first technique is to use email services to send information on health care issues and possible solutions selected. Email also provides accountability. Tools such as scheduling meetings, task management and data sharing help in maintaining reliable communication. Telephonic communication (video chat) with briefing and appointment scheduling aids in highlighting the importance of the policy. The third is the face to face communication where complete information is given in the form of report and presentation to highlight key points of the policies and ways to implement them.
Identification of the Selected Elected Official and Position and Rationale for the Selection
Dr. Richard Pan is a paediatrician and a State Senator from Sacramento, California. As the health care concern includes children and community care, a person who has detailed knowledge and expertise in the health care field should take the policymaker position. Dr. Pan has experience in passing health care policies. He voted for policies such as health care economic development, vaccine exemptions, access to primary health care, healthy kid’s healthy future, Sacramento Health Improvement Project and other policies (Pan, 2019).
Identification of Four Beneficial Communication/Presentation Techniques
When it comes to communication and presentation, I prefer to include many graphical representations and stats in the presentation to increase evidence that support my claim. Providing printed hard copies of detailed report and highlighting important aspects in reports and then providing overview of the entire report in a brief introduction sets the tone. A third important technique is to let the policymakers involved in the discussion by asking questions to me or by answering my questions. This increases trust and helps in clearing every concept in an effective way. Also including real-life events aids in better explanation. With steady pace and clear voice explanation, everyone can understand the concept clearly. As the policymaker has health care knowledge, use of technical terms can enhance the pitch of the presentation. With official dressing and better eye contact, impression can be left on the committee and policymakers.
